The tension between the legislature and the judiciary can be a good thing as long as both sides listen and respect each other. The judiciary should remain the primary regulator of the legal profession in terms of rule making. In terms of day to day regulation, if lawyers don't do a better job of self-regulation (including making use of lawyers concerned for lawyers programs), there will be more regulation from either or both of the judiciary and the legislature.
