If the JAG Joint Task Force lawyers represent the Navy, how can they also represent Guantanamo defendants without conflicts of interest?

And are their clients in a position to give voluntary waivers?

This is, of course, a troubling question. I haven't explored how the government lawyers rationalize this conflict of interest.

What is a bit frustrating about the Diaz opinion is that it does not discuss what his role was at Gitmo or whether he actually represented any of the detainees when he disclosed the information. It completely ignores the question of whether Diaz owed a duty to any of the detainees. This leads me to suspect he wasn't assigned to represent any of them, but that's just an assumption. If he didn't, I suppose he arguably had no conflict of interest and owed undivided loyalty to the Navy. The opinion also focuses on the fact that he made no effort to report up the ladder and try to resolve the problem internally before disclosing the information. Also, the court seemed unimpressed by the "furtiveness" of his actions, which reflected a desire to avoid negative consequences (which he admitted).

My point doesn't depend on whether he represented a detainee at the time, but the fact that all of the JAG Joint Task Force lawyers are available to represent detainees. Every time that happens, there's a conflict because they also represent the Navy.
