This is just one of the many ways that the profession increasingly falls under regulatory statutes of general applicability. The clinics had argued, unsuccessfully, that the laws will churn up time and resources and that the legislature couldn't have intended that, and that the unique nature of the educational mission means that it should be treated differently.
