The judge in the Clemens prosecution for lying to Congress said that the prosecution's mistakes were those of a first-year student. But they were worse than that. One inference is that they were made on purpose, with the intention of ending the case with a mistrial, perhaps out of resentment for having to spend so much in the limited resources that Congress is providing for U. S. Attorneys' Offices.
